For over 150 years, Boise City Council members have represented Boise as a whole, not districts within it. During the 2020 legislative session, the Idaho State Legislature passed a law to change that. HB413 requires cities with populations over 100,000 people to create districts for City Council elections.
In response, the City of Boise contracted with outside cartographers to create voting districts with a population margin of +/-5% between districts as required by the Voting Rights Act. This plan for 2021 voting districts was presented to the Boise City Council and approved with public input in June 2021.
For the upcoming 2021 election on Nov 2nd, Boise City Council seats 1, 3, and 5 will be up for election using the new geographic districts and for two-year terms instead of the standard four years. More details on the process of redistricting can be found here.
